Undelivered Passports

I learnt that my passport, which was sent to me by post at my current residential address, was returned undelivered.
How do I collect my passport?

Passports dispatched to the applicant by speed post are returned by the postal authorities when the addressee/ applicant
is not available at the given address. In such cases applicant will be informed regarding the same. 
The applicant has to furnish an explanation as to why the passport was not collected and he/she will also
have to send us two or more proof of residance and a self-addressed registered envelope
available in all post offices, with an additional postage of Rs.25/- affixed on it. On receipt of the required documents , the passport will be re-dispatched.
If the applicant has changed the address to something different from that given in the application for issue of a passport
proof of the changed address has to be produced alongs with the above requirements with personal particulars form.
Then the personal perticular forms refer to police station for verification process and after police verification from police the passport will be dispatched to new residential address passport will be redispatched to the given address
